Usually it's completely fine to let your dog enjoy the outdoors, even overnight. But unless it's a certain northern breed, you shouldn't keep your dog outside during winter. Most breeds cannot sustain the winterly cold for too long and it can lead to frostbite, which is painful and also expensive to treat or lead to hypothermia and in the worst case scenario, they can freeze to death. Over the last 10,000 years dogs have become adjusted to domestic living and are no longer equipped to be living in extreme temperatures. Your dog is also a sentient being and needs social contact. That means a lonely and uncomfortable dog will vocalize, your neighbors migh not take it well and they might even contact local authorities.
