U.S. Secretary of State Antony Blinken called Russian requests for assurances that fresh penalties tied to Ukraine would not undermine Moscow's rights under a modified Iran nuclear agreement "irrelevant" Sunday.
Blinken turned down additional requests made on Saturday by Russian Foreign Minister Sergei Lavrov, even though the parties to the Iran deal, which the United States abandoned in 2018, seem to be close to a new agreement.
Blinken went on to say that the United States and Russia both wanted Iran to be unable to develop a nuclear bomb or the capability to create one in the near future.
In the midst of the Ukraine crisis, Russia's fresh objections undermine expectations that an Iran deal would be completed swiftly.
Early on Saturday, Iran and the UN nuclear watchdog announced a preliminary agreement on a strategy for addressing concerns critical to the revival of Iran's 2015 nuclear deal with global powers.
Despite the fact that the IAEA and Iran had not yet resolved a number of major issues, they had chosen to adopt a realistic, pragmatic way to overcome them, according to Rafael Grossi, the IAEA's chairman.
Negotiators at the Vienna discussions were believed to be near to a potential settlement by both US and British officials at the end of the week. However, they cautioned that several concerns needed to be resolved.
Lavrov, on the other hand, indicated Saturday that Moscow required assurances from the United States before approving the nuclear agreement.
He said that Russia wants formal assurances that sanctions connected to Ukraine "would not in any way impair our rights to unfettered, fully fledged trade and commercial and investment cooperation, military-technical collaboration with Iran."
Russia, along with the United Kingdom, China, France, and Germany, is participating in the Vienna negotiations. Indirectly, the United States is a part of it.
Russian supplies of enriched uranium are anticipated to be sent to Moscow under any new arrangement with Iran.
As a result of President Trump's decision to withdraw from the 2015 nuclear agreement and put new penalties on Iran's oil exports, the agreement is now in jeopardy.
