The difference between “a” and “ă” is that the first one is “long” (in duration) and the second one is “short” (in duration). For example, bán [pronounced “bahn”, high tone, long vowel] means “to sell”, but bắn [pronounced “bahn”, high tone, short vowel] means “to shoot”. Be careful with that one! :)
The vowels “â” and “ơ” are very similar — pronounced [uh] as the “u” in the English word “but” or the “a” in “syllable”. I believe one is stressed and the other unstressed — someone else can confirm or deny that. However, as I said above, “â” must be followed by a consonant as in “bẩn” (“dirty”), whereas “ơ” can stand alone, as in “bơ” (“butter”) or “phở” (popular noodle soup).
