Hi, this is Helen with Dynamis Learning Academy and I am here to talk to you today about 504 plans. You may be asking yourself "What is a 504 plan?".
I know many of you have never heard of this but it's a type of plan that falls under section 504 of the Rehabilitation Act of 1973. This is part of the Federal Civil Rights Law that prohibits discrimination against public schools students with disabilities. This includes students with learning and attention issues who meet certain criteria. Similar to an IEP, a 504 helps students with learning and attention issues participate in the general education curriculum. A 504 plan outlines how a child's specific needs are met with accommodations, modifications, and other services. This allows a child to learn without any barriers.
You may be asking "Who qualifies for a 504 plan?". Well, 504 plans are for K-12 public school students with disabilities as I mentioned earlier. Disability is defined very broadly under this law as a child who does not qualify for an IEP may qualify for a 504.
Section 504 defines a person with disability as someone who has a physical or mental impairment that substantially limits one or more major life activity, such as reading or concentrating. Two, has a record of the impairment. Three, is regarded as having an impairment or significant difficulty that is not temporary.
The definition covers a range of issues like ADHD and learning disabilities. Section 504 does not list specific disabilities. Having a disability doesn't necessarily mean you would be eligible for a 504. A parent or school can initiate one however.
When doing an evaluation for a 504, the school would have to consider documents from several sources such as a Doctor's diagnosis, possible evaluation results such as an IEP, observations by the parents and teachers, the academic record, and dependent evaluations if available.
Once a 504 plan is written, a meeting is called by the 504 Chairperson at the school. Inviting the parents and teachers to discuss the specific accommodations, supports or services needed for the child. The plan will include specialized instruction in a general education classroom. It can also include speech or occupational therapy.
Some accommodations that can be used include highlighting textbooks, extended time on tests or assignments, computer aided instruction, visual aids, preferred seating or oral tests.
