The IISS Senior Fellow for Middle East Security, Emile Hokayem, describes the West’s ‘fundamentally flawed’ strategy against ISIS. Speaking at the launch of Strategic Survey 2015, the institute’s annual review of world affairs, he said that while Western options were ‘constrained’, the answer did not lie in enlisting Moscow’s assistance.
