July 4, 2024 Mayhem at Rose Bowl Fireworks in Stands

Fireworks spectacle takes over Rose Bowl in Pasadena after L.A. Galaxy-LAFC game July 4th, 2024

Is Pasadena prepared if this would have been a biological or act of terrorism. From all indications the Rose Bowl is far from prepared. And any SAFETY certification was not on display at this event.
You can see a blue shirt CSC security person walking out with a torch of some sort. Then later this person appeared to be carried assisted off the field by medics.
