Professor Mark Pennington, King's College London, looks at the distinction that Friedrich Hayek makes between 'simple' and 'complex' phenomena and how this distinction can help us understand the challenge facing policy-makers working to address the corona virus pandemic. He considers what the character of the challenge presented by pandemic response can tell us more broadly about the limits of public policy in multiple contexts where there are few if any mechanisms to enable effective policy learning.
