This here Video shows the location of the engine fan control solenoid on a Volvo d13 engine. The fan is controlled by air coming through the small green air hose from the solenoid located under the steering shaft. The solenoid is electrically controlled by the engine computer aka ECU. When the ECU suplies power to the solenoid, the solenoid opens and send air to the fan clutch. When air is supplied to the fan clutch, it turns off the fan. By default, the fan is on and will stay on if no air is supplied to it.
