FLARE (Freedom, Legality And Rights in Europe) Programme is addressed to associations and NGOs from civil society which operate in Europe (intended as the western part of Eurasia) and in the Mediterranean basin and which work on promotion of legality and social justice. The programme moves from the collaboration of two Italian associations with the intent to focus the international attention of civil society on the phenomenon of organized crime.
Libera, Associations names and numbers against mafias (www.libera.it), is a network of more than 1200 associations, groups and schools, committed on the Italian territory to build up organizational synergies between the political and cultural local realities capable of promoting a culture of legality.
The law on the social use of the real estate confiscated from organized crime, the education on democratic legality, the fight against corruption, summer camps for antimafia education, the projects on work, development and anti-usury activities are some of Libera's concrete commitments.
Terra del Fuoco (www.terradelfuoco.org) is an association for social promotion in cultural field, founded in 2001 by a group of young people springing from the students' movement in Turin, Italy. It is an NGO operating in the field of international cooperation. The activities are based on four strands of intervention: -- international cooperation and cooperation to development -- education to active citizenship in an European context -- cultural promotion and social support to migrant communities -- social and cultural promotion in the Mediterranean area.
The European Commission has recognized the political importance of Libera's action and has granted the support for an European Network which will promote the civil society participation for the democracy, legality and human rights at European level.
The European Commission, in the person of Mr. Franco Frattini, Vice President of the European Commission and Commissioner for Freedom, Security and Justice Area, proposed Libera to promote this Network. For this purpose, the official presentation will take place in occasion of the First European Day against Transnational Organized Crime in June 2008.
Libera, in partnership with Terra del Fuoco (www.terradelfuoco.org) understands that to reach this goal it is crucial to begin an open public process to create an European movement of civil society to promote the culture of legality and social justice. The concrete tool to do so is FLARE Programme.
There are different ways of contrasting illegal activities and the most important one is undoubtedly the education to legality of civil society. For this reason FLARE's partners will be associations working on the fields of youth participation, democracy promotion, environmental protection, drug addiction, disadvantaged categories support and human rights defence, using different methodologies and tools that range from theatre performances, education programmes, workshops, trainings, seminars, public actions to journalistic inquiries and law proposals.

The main objective of FLARE Programme is the creation of an international network which can take up the role of Observatory and can carry out reports about the phenomenon of transnational illegal activities.
The tools to reach this goal are, among others:
- educating to legality
- influencing local and international institutions by social pressure
- publishing articles, case studies, inquiries and critical analysis on organized crime issues
- organizing campaigns seminars and conferences
- sharing international cooperation projects among FLARE's member
