President Vladimir Putin on Monday said "radical Islamists" were behind last week's Moscow concert hall attack, and further suggested they were linked to Ukraine.
Four men were charged by a Moscow court on Sunday night with carrying out a terror attack.
In the deadliest attack inside Russia for two decades, four men burst into the Crocus City Hall on Friday night, shooting and setting fire, killing 139 people, wounded 182.
Islamic State has said it was responsible for the attack, a claim that the United States has publicly said it believes.
Russian state TV on Monday showed video of workers clearing debris following a deadly attack at a concert hall in a Moscow suburb, as on-site investigations come to an end.
Residents in Moscow on Monday continued to place flowers and candles at a makeshift memorial for victims of the concert hall attack.
