For the second time this month, people in Emilia-Romagna have been killed in extreme weather-related events.
At least eight people were killed and thousands more displaced when torrential rains forced 14 rivers to overflow their embankments and flood the surrounding area.
Italy's environmental agency has documented a rise in extreme weather-related events, but little has been done to mitigate the risks.
