Waves were seen lapping over Interstate 10 near Winnie, Texas, as floodwater continued to rise with forecasters warning that Tropical Storm Harvey could bring even rain to the Lone Star State.
Logan Wheat captured the video of the tropical storm when he set out to check on 90 head of cattle in nearby pasture. “It’s scary to know there were still cows out there and alive… but it puts a knot in my throat to know we couldn’t get them out,” said Wheat in a message to Storyful via Facebook.
