Many Jews wanted to marry non-Jews, and to avoid intermarriage, they would undergo insincere conversions. A convert must accept all the laws of the Torah, and incompetent rabbis were converting them although they had no plans of keeping them. Sadly, there was confusion as to who was a Jew, and so they stopped accepting converts and the problem has dissipated.
