Find the Google Lighthouse Easter Egg when running a mobile audit in Chrome DevTools. If you're struggling to get any more than 97 on the performance tab, turn off throttling and you should get the full 100.
Ironically, if I'd tweaked this one setting, I'd have have done it months ago.
Lighthouse is the full version of PageSpeed Insights, which is what developers use. You can find it by right clicking on your website in Chrome. Once you've got Chrome DevTools open, the audit tab is on the right hand side.
There are lots of tutorial on how to use Chrome Developer Tools, but I've not really heard of many web developers and performance optimisation geeks hitting the perfect quadruple tone and also the PWA test.
