Add 2 tablespoons of olive oil to a 4-quart Dutch oven, adding the onion, fennel, and garlic once the oil is hot. Caramelize this mixture, stirring in three 14 1/2 ounce cans of vegetable or chicken broth and bringing the soup base to a boil.
