Kakashi is a character who had always been presented in a very straightforward fashion when it came to how powerful he was. In the land of waves arc we see him eventually best zabuza and they both show us what a jonin is capable of. After that the chunin exams arc shows us that there are characters that are much more powerful than kakashi. Orochimaru laughs at kakashi’s challenge to fight him, and not long after that we get to see our first fight among kage level opponents. Hiruzen takes on the first 2 hokage and orochimaru despite his decline from age, and this fight completely dwarfs what kakashi did against zabuza. After that kakashi is embarassed by Itachi, and the sannin showdown arc shows us even more characters that are more powerful than kakashi. This trend continues into shipudden despite kakashi becoming powerful as part two goes on. He had started as the strongest in the series, but had regressed into someone loses most fights he participates in. Everyone seems to be on the same page on how powerful kakashi is, until the war arc.
