In this video I will show you how to get to New Austin as Arthur. This can be done only during the mission "Angelo Bronte, A Man of Honor" and this glitch works on current patch (1.31) you can't do this glitch with a mission replay.

Things you can do in New Austin:

Explore the map
Hunt regular animals
Catch Legendary fish
Collect Otis Miller's Revolver
Get unique Mustang horse
Complete Elemental Trail treasure map
Buy outfits in general stores
Collect unique clothing such as hats or masks
Get all the unique journal entries
Do gold bar glitch in Ridgewood Farm
Collect trinkets

Things you can't do in New Austin:

Hunt Legendary animals
Clear Del Lobo's hideouts
Collect plants
Alert the Law
Collect dinosaur bones
Buy horses from stable
