Note: here is the string you need to paste into the LAUNCH OPTIONS section, once you have added the .exe file to Steam:

/home/deck/.steam/steam/steamapps/common/SteamLinuxRuntime_sniper/run %command%

Note: the name you should use for the ROM file is pd.ntsc-final.z64 - it will not be named this initially. You have to find/dump your own ROM and then re-name it yourself.
