(10 Jul 1994) Russian President Boris Yeltsin said on Sunday (10/7) he was prepared to cooperate with a new post-Cold War regime that aims to withhold sensitive technology from extremist states. Clinton said he and Yeltsin made progress on the withdrawal of Russian troops from the Baltic states by the end of August. But Yeltsin's response was less
positive. He noted that Russia had already pulled its forces out
of Lithuania and would pull out of Latvia by August 31. But he added that in Estonia things were "somewhat more difficult" because of "crude violations of human rights" of the ethnic Russian minority.
