Congress leader Rahul Gandhi today said that his speech challenging the government over its demonetization drive is ready, but he is being prevented from delivering it because the government keeps dodging a debate. "If they allow me to speak in parliament, you will see what an earthquake will happen," professed Mr Gandhi, whose party is among those that have attacked the ban on high-denomination notes for plunging India into a cash crisis. With just four days to go before this session of parliament concludes, the opposition and the government are trying - without success, so far - to agree on how to debate the notes ban. Differences have left parliament paralysed for weeks. The opposition wanted a debate followed by a vote, which was not acceptable to the government. So a "no rules" debate has been proposed, which is rare-dissent is recorded, but it is up to the Speaker, Sumitra Mahajan, to decide whether to allow a vote.
