The European Commission's Chief Negotiator for Article 50 negotiations with the United Kingdom, Michel Barnier, spoke to journalists after debriefing the College of Commissioners on the state of play of Article 50 negotiations with the United Kingdom. When asked about British Foreign Secretary Boris Johnson’s view that the EU could ‘go whistle’ if they wanted a large financial settlement, Barnier said that he didn’t hear a whistle but he did hear a clock ticking.
