A firefight has broken out between Russian forces and around 200 Chechen rebels who seized the police station in the city of Argun. The federal troops' storming of Argun, 15 kilometers (nine miles) east of Grozny, highlighted the fast-deteriorating nature of the fragile peace effort in Chechnya. Earlier the Organization for Security
and Cooperation in Europe's (OSCE) representative in breakaway Chechnya met the leader of the Chechen rebels to negotiate the release of four hostages his men were holding. The meeting between Sandor Meszaros and rebel leader Alaudi Khamzatov took place late on Monday (21/8) morning as Russian helicopters circled overhead. The Chechen fighters have threatened to give the Russian people "suitcases of victims" unless the assault on Chechnya is ended. They are armed with grenade launchers, a flame thrower and firearms. Russian tanks and armoured personnel carriers have surrounded the area.
