TL;DW:
- Spend everything on your meta T16 set first. Maybe go for some decent pieces (good jewelry, ancient weapon), too.
- After that save up all materials until you are ready to push
- Prefer upgrade rare in slots where there are few possibilities (e.g. daggers on DH, scythes on necro) or where you can get multiple good items (e.g. rings)
- Use materials on items that are hard to roll, the easy stuff (pants, boots, ...) usually drops anyway
- Reforge the really hard-to-get items like weapons, rings, amulets, offhands AFTER you spent all your DB
- Farm bounties until you have 1:10 bounty:souls ratio, use it all
