A quarter of a billion pounds will be given to local councils in England to restore the weekly bin collection.
The Government has set up the fund to deliver a Conservative pledge to abandon fortnightly collections made before the general election.
In June, Labour attacked the Tories for reversing the policy in its Waste Review which allowed councils to ditch weekly rounds.
Communities and Local Government Secretary Eric Pickles says he believes every household in England has "a basic right" to have rubbish collection every week.
He's unveiling the measure just before the Conservative Party conference in Manchester which starts on Sunday.
"Weekly rubbish collections are the most visible of all frontline services and I believe every household in England has a basic right to have their rubbish collected every week," he said last night.
The fund will be available from next April to councils agreeing to collect rubbish every week for at least five years.
They also need to show how they'll increase the amount it recycles and gets rid of fly-tipping or litter.
