As Russia reels from a political and economic crisis, President Clinton and Boris Yeltsin projected a business-as-usual air as they began their summit early on Tuesday.
The two leaders met in the Kremlin, embracing warmly.
Both acting Prime Minister Yevgeny Primakov and Secretary of State Madeleine Albright were at the Kremlin for the first photocall of the summit.
Albright arrived in Moscow on Monday where she conferred with Primakov to set the stage for the summit.
The Russian president stumbled over a prepared speech to Clinton.
He then presented him with an American flag, as "a symbol of friendship between our two peoples."
It was a replica of a stars-and-stripes which a United States Congressional delegation gave to a group of Russian merchants in 1866.
He and Clinton then signed the flag.
