The leaders of the European member states have adopted the text of the conclusions of the extraordinary European Council in Brussels, in which they indicate to the European Commission, on the basis of the communication of the business plan for the Green deal, that it is urgently necessary to carry forward certain lines of action . Firstly, according to the text adopted at the end of the Council, the state aid policy.
“Procedures must be made simpler, faster and more predictable, and must make it possible to rapidly provide targeted, temporary and proportionate support, including through tax credits, in strategic sectors for the green transition and which suffer the impact negative of foreign subsidies or high energy prices”.
As stated in the document, "The integrity and level playing field in the single market must also be maintained". On the second point, the leaders of the member states called for the use of funding at European level. “To facilitate the green transition across the Union and avoid fragmentation of the single market, a fully effective EU policy response requires equitable access to financial means. To this end, existing EU funds should be used more flexibly and options should be explored to facilitate access to finance”, reads the adopted conclusions.
Thirdly, "simple, predictable and clear framework conditions for investment in the European Union are essential". in essence, administrative and permitting procedures should be streamlined and accelerated, and access to critical raw materials should be ensured, including by diversifying sourcing and recycling raw materials to promote circular economy principles.
“The imminent reform of the electricity market structure should support the transition towards a decarbonised and efficient energy system at the lowest possible cost, guarantee the security of supply at all times and strengthen the competitiveness of the EU”, continues the text. In the fourth point, the need to take bolder and more ambitious actions is highlighted to further develop the skills necessary for the green and digital transition "through education, training, updating and retraining, to address the challenges of the shortage of and the transformation of jobs, also in the context of demographic challenges".
Finally, public and private investment is being called for to close the investment gaps that undermine growth. “The European Council takes note of the Commission's intention to propose a European Sovereignty Fund before summer 2023 to support investments in strategic sectors”, concludes the text adopted by the European leaders.
