The transcribed text is:
"Dr. Zero giant pirana meets phantoma, in the ice terror - the next exciting adventure of Phantoma, warrior of justice."

This is the end of the 1st episode introducing the next one but the intro was the same for each episode using the japanese intro without talking just music not alot is known about who did the dubbing.
Probably they were english speaking people living in japan at the time.
The series was sold to australia but maybe too creepy for american audiences.
Many thanks also to Sakoera Tyan that identified the true dub of the narration. I incorrectly identified it as "Hiranya" when, in fact, the audio says "Giant pirana".
"Hiranya" name is from Hindu MIthology - South India Deity. References about this god can be found at the book "Storia do Mogor; or, Mogul India 1653-1708; (1907)". You can read this book online (public domain) at us national archives here:

It was produced in Japan in 1967 by TCJ (Telecartoons Japan) who did Gigantor and shown in Melbourne in April 1968 on channel 9 and again in July 1969 at 6.30am.
This is just the last remaining english seconds i´ve found of the show that was aired in on Channel9 in Australia in the late 60's. The sound seems to be the ending of the 1st episode which had a call to the next episode "Ice Terror" (2nd episode of the series). It seems that the sound track matches with these video sequence, so if anyone remember if this is correct, please let me know.
The audio sound seems a bit muffled, because it was recorded from an old audio tape in 1968/1969 and i did my best to restore it properly considering that this was recorded directly in front of an old 60's TV.
Also, if someone have the complete episode IN ENGLISH, tell me:)
I hope that the english dubbed version is stored somewhere in 16mm Telecined, when the 16mm films went back to japan when the show was off.
The audio was restored and edited in IzotopeRX, magix audioclean and sony vegas audio tools. If someone can do better then i,please tell me so i can send the audio to be better restored.
The video was edited in SonyVegas 10.0 and vdub.
Many, many, many thanks to my dear friend Glen Johnson who preserved this piece of artwork. Thanks to him english native speaker can hear the voice of the narrator and the sound of phantoma after 44 years :)
