You need to already have your own bike. Thinner frames are easier to work with. The thicker the tires, the better. So either balloon tires like this guy has -- or mountain bike tires.
Seeing as this thing can go up to 40MPH, having thin tires would be potentially fatal. So make sure you have some good, durable, thick tires such as mountain bike tires or the old fashioned balloon tires.
The cost of the kit may vary but the last time we checked, it was $119USD.
Again, you need to already have a bike. Where you get it is entirely up to you but I will tell you that a new bike is going to be stupidly expensive. If you are mechanically inclined enough to build the bike yourself, that might be wise unless you've just got piles of cash to burn.
As far as I know, there is no one who sells these bikes in this sort of "complete condition". You may be able to find people in your local area who are good with bike repair who might be willing to assemble all of this for you (for a price, of course). But there is no "store" or "dealership" where you can just "walk in" and get one of these things fully pre-made.
