After you've gone through the second door in the distorted levels area in the Merovingian mission (through the green door), go forward to drop down onto the ledge below. Drop down two more levels to a lower platform and head to your left. Drop down off of this ledge to an even lower platform. Then turn to your right and head off this ledge to the bottom platform. Pick up the briefcase on this platform and then complete the mission.
