According to youtube Policies when your youtube channel reached at 1k subscriber and 4000k watchtime than youtube review your channel if your channel follow Youtube Partner Program policies than your monetization enable and youtube also review those channel which monetization already enable, if this type of channel not reached at YPPP than disable monetization.
