"But against this scourge (of terrorism) that has an invisible face, our societies are neither diminished nor powerless. Our effectiveness depends on our unity and on our determination. It is a question of courage and willpower in the face of the horror of the attacks on Washington and New York, the world must unite against terrorism. In our societies of tolerance and openness, of freedom conquered through the centuries, it is essential to draw a firm line between what is acceptable and unacceptable. Nothing justifies inciting hatred, nothing justifies the use of blind violence - this kind of violence always hits innocent people, the kind of violence that has nothing to do with combat, but which ranks as a crime. We admire the spirit of community among all New Yorkers in the face of adversity. They are the spirit and strength of their city, and I pay homage to their extraordinary courage."

STORYLINE:
French President Jacques Chirac was in New York on Wednesday to visit 'ground zero', the remains of the twin towers of the World Trade Centre after last week's attacks.
He also stopped off at the French Consulate to talk to the press and invited guests.
He again expressed his condolences to all New Yorkers on behalf of the French people, and spoke of the horrible tragedy and France's solidarity with the U-S.
And he praised New Yorkers for their courage and heroism in the face of such an immense attack.
Earlier he visited the Emergency Rescue Centre with New York Mayor Rudolph Giuliani, and spoke with U-N Secretary General Kofi Annan at a press conference at the United Nations.
