Author of this the new device - Prof. Dr.Elchin Khalilov - Professor, Doctor of Geological and Mineralogical Sciences, Academician of the International Academy of Science H & E (Austria) and the Russian Academy of Natural Sciences, President of the Global Network for the Forecasting of Earthquakes (GNFE, www.seismonet.com) and Chairman of the Board of World Organization for Scientific Cooperation (WOSCO, Germany, www.wosco.co), President of the International Committee on Global Changes of the Geological and Environment "GEOCHANGE".
From 1993 to 2014 headed the Research Center and the main department of the Central Office of the Ministry of Defense of Azerbaijan and directly subordinated to the Minister of Defence of Azerbaijan.
In 2006, Khalilov E.N was appointed as Chairman of Expert Council of Higher Certifying Commission at the President of Azerbaijan.
