commentary: possibl still infused with the remnants of the fever of winning the recent world cup championship, argentinians turned out in thousands to see the parades of troops through the streets of buenoa aires. president jorge videla, head of the country's military junta and flanked by senior service chiefs and government officials, took the salute as the various arms of argentina's services marched by.
president videla took the opportunity of announcing that he is to retire as army commander on august 1. he will devote his time to the presidency as a civilian and his successor will be the moderate general roberto viola. viola will also be one of the three-man junta that include navy and airforce chiefs. president videla's plans for reducing military control in argentina are opposed by hard-line army generals and it's been reported that three members of the army's nine- member command objected to the appointment of general viola.
under a plan approved by the junta july 6 videla, as civil president, will retain the power to name cabinet ministers but he must have junta approval over the choice of ambassadors and provincial governors. the junta will name his successor when the presidency ends on march 29 1981 unless elections are held before that date.
