In the first ever visit to Beaver Stadium for the Wisconsin Badgers, they were able to pull the upset over the favored Nittany Lions in a low scoring affair. Early on in the game, Wisconsin put together long, sustaining drives to wind clock and get out to a 10-0 lead. Penn State couldn't find a running game, and a missed field goal by kicker Brett Conway kept the Lions scratching their heads at halftime. Penn State only had 6 yards rushing at the half, which was something no one had ever seen from this group before. To begin the second half, the ground game found some new life in fullback Jon Witman, and Wally Richardson continued to complete passes at a blazing speed for the Paterno era of football. Two nice long drives for the Blue and White only netted 3 points in the third quarter, and in the fourth, Richardson found Freddie Scott for the only touchdown of the game. Scott was busy in this game, setting the Penn State single game record for catches, while all the attention was on his counterpart, Bobby Engram, who only was able to reel in three. Richardson also set the single game Penn State record for pass completions with 33. But to no avail, the final score gave the victory to the visitors.

Penn State drops it's first contest of the season to unranked Wisconsin which brought the record to 3-1. Wisconsin at the time improved to a 2-1-1 mark and would finish 1995 with a 4-5-2 record, with an 8th place finish in the Big Ten standings.
