Rena Lee, the president of the Intergovernmental Conference on Marine Biodiversity of Areas Beyond National Jurisdiction, announced at the UN headquarters that a treaty to protect the high seas had finally been agreed, saying: 'Ladies and gentlemen, the ship has reached the shore.'
