In 1940, preparing for a large-scale war in the Pacific, the Imperial Japanese Navy's Aviation Directorate recognized the need to create a floatplane fighter intended to cover landing forces before ground aviation could relocate to captured airfields. Development of the new aircraft in accordance with 15-C tactical and technical requirements was assigned to the Kawanishi company in September 1940.
