The structure needs to be like this(or wherever your WoW folder is):
"C:\Program Files (x86)\World of Warcraft\interface\Sounds"

To import the weakaura strings:
1) Type /wa ingame
2) Click "New" at the top of the WeakAurasOptions menu
3) Click "Import" at the bottom of the options on the right
4) Paste one of the weakauras from the text file
-Select all text in text file, CTRL+C to copy, CTRL+V into paste window
5) Click the red Import button that pops up after you paste a weakaura
6) Click Done
7) Repeat until all weakauras are imported
8) change to your liking
