This method takes no time, no effort, and costs no money.
Ok, basically, play through the cop career as normal. Buy what techs you want, use the cars you want, pretend this achievement doesn't exist. Now, when you get to chapter 5 you are FORCED to use one of three cars, pick the Ferrari Enzo. This car has two upgrade abilities that come with it, both level 4. Just swap them around (Put EMP from left to right) and shockwave from right to left.

The achievement will unlock, costing you nothing, and taking a second of your time!
