As part of the Debt Reduction and Development Contract (C2D) signed between France and the Democratic Republic of Congo (DRC), AFD granted in May 2014 a grant of €18 million to finance the project for the Promotion of Innovative methods for access to drinking water, sanitation and hygiene in certain outlying districts of eastern and southern Kinshasa (PILAEP 2).
PILAEP 2 made it possible to build drinking water supply systems in 11 peripheral districts of Kinshasa and 3 towns in the province of Bas Congo. It has thus contributed to improving the health and living conditions of more than 250,000 people.
The two specific objectives of PILAEP 2 can be formulated as follows:
• Improve access to drinking water, sanitation and hygiene for more than 400,000 people living in Kinshasa's peri-urban areas through the creation of mini-networks
• Consolidate the model of user associations (ASUREP) by setting up a regulatory mechanism, by strengthening the capacities of ASUREPs and their federation (FEDASU), as well as by leading a sectoral dialogue. 23 ASSUREPs were created as part of PILAEP 2
The Ministry of Finance, through the CTR, plays the role of contracting authority. The delegated project management (MOD) is provided by Groupement SHER-Gret-MottMcDonald. The NGO ADIR was recruited by the delegated contracting authority to promote the system, ensure a role of project manager for social engineering and technical engineering.
