India and Bangladesh share a unique border situation known as "enclaves," where one country's territory is completely surrounded by the other country's territory. There are a total of 162 Indian enclaves inside Bangladesh and 51 Bangladeshi enclaves inside India. These enclaves are often referred to as "chhitmahals" or "adversely possessed areas." The people living in these enclaves have long been stateless and lack access to basic services such as healthcare and education. Many of the enclaves are also plagued by poverty and lack of infrastructure.

In 2015, India and Bangladesh signed an agreement to exchange the enclaves and resolve the decades-long problem, but the process of land transfer and the resettlement of residents is still ongoing.

Both countries have agreed to exchange all enclaves except one, Dahala Khagrabari in India which is a 3 bigha (around 1 acre) enclave within a Bangladeshi enclave and is considered as the world's only third-order enclave, as it is an Indian enclave within a Bangladeshi enclave within an Indian enclave.
