"I am happy to announce that today the Commission has adopted proposals that will enable the European Union to lend €35 billion from the G7 pledge. This is a huge step forward. We are confident that we can deliver this loan to Ukraine very quickly. A loan that is backed by the windfall profits from immobilised Russian assets. So crucially, this loan will flow straight into your national budget. This will improve Ukraine's macro-financial stability. And it will provide you with significant and much-needed fiscal space."

"All the needs are only there because Russia attacked Ukraine. So it's only good and right that windfall profits are serving this loan so Russia pays for the reconstruction of the damages it cost."

"We help you repair the damages done by the Russian strikes. We will aim to restore 2.5 gigawatts of capacity this winter. That is approximately 15% of your country's needs for this winter. Then we connect the second element. We will keep connecting Ukraine to the European electricity grid. Thus we will then export 2 gigawatts of electricity to Ukraine. This covers roughly 12% of the country's needs for winter. So with these two pillars, repair and connect, we can cover over 25% of Ukraine's needs for this winter. And this is in addition to Ukraine's own production."

"35 million... billions will be spent primarily on energy and defence. We will also invest in bomb shelters for children in schools, kindergartens, and universities, as this is a significant deficit for us. Additionally, we will focus on domestically produced weapons. Our long-range drones are currently striking the enemy and are cheaper than those of our partners. However, we are grateful to our partners for the quality weapons they provide, which is why we are prepared to allocate part of these funds primarily for air defence systems that are not produced in our country."

STORYLINE:
On a trip to Kyiv, the European Commission President has pledged to lend Ukraine up to 35 billion euros ($39 billion) as part of a loan package organised by the G7, as it seeks to help the country rebuild its economy and its war-shattered power grid.
