My pump was running over and cover again when attempting to fill the washer earlier so I put a security camera on it to see what it was doing. Sure enough it was short cycling and the pressure gauge needle was jumping from 40 to 60 psi (and reaching shut-off pressure) which was causing the short cycles. It took a lot longer to fill the bladder tank than I expected, but it's holding pressure now. Time to start saving for a pressure tank :)
