Welcome to our Weekly Update video series. In this video, we will cover the important news and notifications related to the Exim (Export-Import) Industry from 1st to 30th June 2024. So let’s get started.
FIEO President Ashwani Kumar Ji requested Finance Minister Nirmala Sitharaman to increase fund allocation under the RoDTEP Scheme, which would allow higher benefit percentages for exporters. He emphasized that exports should be zero-rated, and due to budget constraints and inadequate support under RoDTEP, our exporters are unable to stay competitive.
In the same meeting, the FIEO President and other exporters urged the FM to create an Indian shipping line of global reputation. Currently, exporters face issues like high transit costs and pressure from foreign shipping lines on medium and small businesses. Exporters also believe that an Indian shipping line would address the problem of foreign vessels sometimes skipping India if they find more cargo in Southeast Asia.
Another important update is that the government is considering extending the validity of the Interest Equalisation Scheme by 5 more years in the upcoming budget. This scheme is crucial for MSME and other exporters, providing pre- and post-shipment rupee credit at concessional rates.
Now we will discuss some of the important DGFT and CBIC Notifications:
DGFT has moved certain studded gold jewelry imports from the Free category to the Restricted category. There are specifically 5 HS Codes affected. Importers will now need to apply for a special Restricted License from DGFT to import these items.
Regarding Ad-hoc Norms Fixation under Advance Authorisation, there is an important update. DGFT has opened a special window until 31st December 2024 for review applications of norms. According to current policy provisions, if exporters' norms are rejected or they are not satisfied with the allowed wastage percentage, they can file a review application, but only within 12 months. After 12 months, the system does not allow filing review applications. So, for cases where 12 months have lapsed and exporters want to file a review application, they can do so until 31st December 2024.
In relation to the Quality Control Order (QCO), DGFT has now included the Department of Chemicals and Petrochemicals (DCPC) as well. For all products that have QCO under the Ministry of Textiles and DCPC, the revised Export Obligation (EO) period is 180 days from the clearance of the import consignment.
DGFT has extended the Interest Equalization Scheme for 2 months, until 31st August 2024. However, this extension is only for MSME exporters, and any claims from non-MSME exporters will not be entertained beyond 30th June 2024.
