Every four years, regulated energy companies like SDG&E are required by the California Public Utilities Commission to file a multiyear budget proposal before the agency approves future rates. Known as the general rate case, or GRC, the proposal outlines capital investments and forecasted costs for operations and maintenance, as well as the allocation of those costs among customers.
