The Mandela Catalogue is an internet horror analog series created and written by Alex Kister. The Mandela Catalogue is currently available on YouTube.

The Mandela Catalogue Vol.1 [RESTORED EDITION] is the second video of Act 1, and the remastered version of The Mandela Catalogue Vol. 1. It is a collection of VHS tapes showcasing Mandela County's procedures for alternates and introduces Mark Heathcliff and Cesar Torres.

Cesar's Alternate appears to resemble a flawed version of Torres, most notably its tall height, unnatural eye colors, and shadow covering half of its face. Its voice changes from time to time where in the phone call, he is portrayed by Andrew Long while on the other hand, it is portrayed by Michelle Strohwig when it tries to get Mark Heathcliff to open his bedroom door.

Cesar Torres was an 18-year-old, fair-skinned young man with mid-length black hair, seen wearing a black suit with a red bowtie, white undershirt, and a rose attached to the left. By the time we meet "Cesar", he has been killed and replaced by an alternate.

Not much else is known about Cesar himself.
