If you suspect a bad fuel pump simply undo your gas cap and get someone to turn the key on while you listen to see if the pump has the whine , should only be for a couple seconds, if you don't hear it come on then id say fuel pump issues. You can also try tapping on the tank to see if the pump turns on sometimes that little trick can get you back home.
