There have been procedural irregularities in Armenia's first
democratic election, international observers said on Thursday
(6/7). The observers said the balloting was generally free, but
not fair. The government banned some opposition parties and there
was evidence of electioneering at some polling places, according
to the Danish head of the European Parliamentary observers,
Annette Just. Votes for the new parliament and constitution were
still being counted Thursday afternoon. One election official,
speaking on condition of anonymity, said the Republican bloc had
won a landslide victory.
