The city of Tshwane says it's working on rooting out individuals and companies who are colluding with residents to facilitate illegal electricity connections. The city says defaulters are taking advantage of its amnesty programme and it's anticipating an increase in uptake towards the end of next month. But some civic movements have slammed the amnesty programme.
