What you're hearing is a version of the SMB snow theme from Super Mario Maker 2.
I made this using Impulse Tracker.
This is a pretty unconventional way of making NES-style music, as you actually use recorded/generated samples of the basic NES waveforms (pulse, triangle, white noise, and optionally low-fi DMC samples) instead of the approach that Famitracker uses, which is using BlipBuffer, an NES sound emulation library developed by Blargg. Plus, Famitracker can export to actual sound machine code that will run on the real NES.
Now why would I do this instead of just straight up using Famitracker? Well, simple answer. Because I can.
