COVID-19 made clear that data flows are critical to the global economy; however, a growing number of countries are enacting new barriers to data transfers that make it more expensive and time-consuming, if not illegal, to transfer data overseas. Misguided data privacy and protection and cybersecurity remain common motivations for data localization. The spread of data localization poses a growing threat to the potential for an open, rules-based, and innovative global digital economy. Data localization also undermines the potential shared governance via countries working together to address legitimate concerns about data transfers, such as data privacy, financial oversight, and law enforcement investigations, while still allowing data to flow freely.
Please join ITIF for a panel discussion on a new report on global data localization and what policymakers need to develop new rules, norms, frameworks, and agreements to support data flows. Otherwise, China, the European Union, India, Russia, and other countries that prioritize digital control and protectionism will make such barriers a global norm for other countries to follow.
